Uninsured is also known as self insured, who meet their losses from personal funds at own level without taking the help of any insurer.
Some of the State Governments acts as self-insured or we can call them as uninsured as they have opted not to take insurance cover for state vehicles and meet claims from their own pool or reserve /created fund.
